# Chapter 2: What is a Master Street Plan? If streets are the permanent framework of cities, lasting thousands of years, then surely we should have a careful method for designing them. We do. Or rather, we did. It's called a _master street plan_ (also known as an _official map_), and it's the most forgotten tool in city planning—which is remarkable, because it might also be the most important. ## The Definition A master street plan is exactly what it sounds like: a plan that shows all the streets. The radical part: it shows _all future streets_ within an entire jurisdiction. Every single street that will ever be built is planned at once, mapped out before the first building goes up, before the first resident moves in, sometimes before anyone even knows what the land will be used for. Every street that's drawn creates new frontage—that critical edge where buildings meet the public realm. The master street plan is about organizing the future and maximizing adaptability. This might sound impossibly ambitious. How can you plan streets for development that won't happen for decades, for buildings you can't yet imagine? The answer is that you don't need to know. It's better if you don't. ## The Power of Not Knowing The commissioners who laid out Manhattan's street grid in 1811 couldn't possibly have imagined skyscrapers. The technology didn't exist. They were planning for a city of rowhouses and churches, maybe some light industry. When they wrote that it would take "a thousand years" to build out their plan, they were thinking of gradual, incremental growth. Instead, Manhattan exploded. Those rowhouses became tenements, then apartment buildings, then office towers. Uses the commissioners never dreamed of (subway stations, parking garages, data centers) all found their place within the grid they drew. The paradox of master street plans is that they work best when they don't try to predict the future. Instead of designing for a specific future, they create a framework flexible enough for all possible futures. Consider a sheet of graph paper. The grid doesn't tell you what to draw—you could sketch a face, plot a mathematical function, design a building floor plan, or play battleship. The grid simply provides a neutral, flexible framework that makes any of these activities easier. A master street plan works the same way, but at the scale of a city. ## Not Just Lines on a Map A master street plan is deceptively simple—just parallel lines indicating public rights-of-way. On paper, a quiet residential street can look identical to a major urban thoroughfare if they're the same width. Two 60-foot rights-of-way appear as two sets of parallel lines, 60 feet apart. That's it. But this simplicity is the point. One of those rights-of-way might start as a rutted dirt road serving a handful of farms. The other might be paved from day one, lined with shops and apartments. Given enough time, enough growth, enough change, the dirt road can evolve into an urban thoroughfare indistinguishable from its sibling. The boundary lines are the same; only the level of development differs. ## The Jigsaw Puzzle Imagine buying a thousand-piece puzzle. You open the box, dump out the pieces, and... there's no picture. No reference image showing what you're trying to build. You have all these intricately shaped pieces but no idea how they fit together. You might eventually complete it through trial and error, but it would take forever and you'd make countless mistakes along the way. This is how most cities develop today—piecemeal, parcel by parcel, with no overall vision of the final form. Each developer does their best with their individual piece, but without a big picture to reference, the pieces often don't fit together well. You get office parks and buffers, street networks that don't connect, and a jumble of incompatible patterns. A master street plan is like the picture on the puzzle box. It shows the final urban form—not the buildings, not the uses, just the essential framework of streets and blocks. Now every developer, whether they're building today or in fifty years, knows exactly where their piece fits. A developer in 1850 and another in 2050 are working toward the same coherent whole. ## The Blueprint The second analogy is even more direct. In architecture, construction drawings show where every wall should be built. Contractors follow these plans, and the result is a building that matches the original design. You wouldn't dream of building a house without blueprints, letting each subcontractor decide where to put walls based on their own judgment. Yet this is exactly how we build cities. We let each development create its own street pattern, hoping they'll somehow connect sensibly with future neighbors. They rarely do. A master street plan is a blueprint for a city. It shows where each street should be built. As development occurs, developers construct new streets where indicated. After decades or centuries, the city reflects the original intention. The key difference from architectural blueprints is timing. A house is built all at once by a single team. A city is built incrementally by thousands of different actors over centuries. The master street plan coordinates all these otherwise uncoordinated efforts toward a common framework. ## Streets, Frontage, and the Face of the City A fundamental truth gets lost in transportation planning: streets are for being in, not just for moving through. Every street creates something irreplaceable: _frontage_. Frontage is the face of the city. It's the ground-floor edge where private property meets public space, where buildings present themselves to the world. This edge (measured in linear feet) is where urban life happens. It's where shopkeepers arrange window displays, where people access their homes or places of work. Without frontage, you don't have a city. The places people love to visit (Paris, Barcelona, New Orleans, a favorite small town) are all experienced from their streets. The more streets you have, the more "place" you have. Compare that to a typical suburban office park or shopping mall. The building might contain the same square footage as a traditional urban block, but it presents only one or two faces to the public realm. The rest is internalized parking, blank walls, service areas. Hundreds of feet of potential frontage wasted, turned inward, an inefficient use of land. This is why the number of streets matters as much as their design. Every street creates two faces. A traditional grid with blocks of 300 by 400 feet creates vastly more frontage than superblocks of 1,000 by 2,000 feet containing the same area. It's simple mathematics: more streets means more frontage which means more town. Consider two hypothetical 100-acre developments: The first follows a traditional pattern with blocks roughly 300 by 400 feet. This creates about 26 blocks with over 36,800 linear feet of frontage. If each block supported 20 ground-floor businesses or entrances, the entire development might have over 500 individual addresses, each contributing to street life. The second uses a modern suburban pattern with superblocks of 1,000 by 2,000 feet. This creates less than 2 blocks with about 10,800 linear feet of frontage. Each superblock turns inward, with parking in the center and maybe one or two entrances per side. The entire development might only have 30 addresses, sparsely located around the perimeter or oriented inward onto parking lots. Same acreage. One-third the frontage. One-sixteenth the number of entrances. Is it any wonder the second pattern feels dead despite consuming the same amount of land? This isn't just about retail. Residential frontage matters too. Front doors, front porches, front yards—these create what Jane Jacobs called "eyes on the street," the natural surveillance that makes neighborhoods feel safe and alive. A house facing a street contributes to civic life in a way that a house facing a parking court never can. The master street plan, then, is largely a frontage plan. It's a way of ensuring that as a city grows, it maximizes the opportunities for private life to engage with public space. Every street drawn is an opportunity. Every block created is a frame for future buildings. It converts "raw land" into "our town". Street networks matter more than land use plans because uses change, but frontage is forever. A new right-of-way creates new frontage on each side whether it's lined with houses, shops, or offices. The specific use matters less than ensuring the frontage exists in the first place. When cities abandon master street plans, they abandon frontage planning. Each development becomes a haphazard island, connecting to the existing network at a few points. The result is a city of backs—back of house, back of shop, back of office—with almost no front. The master street plan solves this by thinking through frontage from the beginning, ensuring that as the city grows, it grows with its face forward rather than its back turned. Planning all streets at once means planning more than circulation—it means planning the stage for centuries of urban life. ## Learning from Success: The Manhattan Example The most famous and well-documented example of a master street plan is the 1811 Commissioner's Plan of Manhattan. Their plan was simple: streets running east-west, avenues running north-south, creating a relentless grid of roughly 200-by-800-foot blocks. They didn't try to predict where the commercial center would be, where the wealthy would live, or where industry would locate. They just provided a neutral framework that could accommodate any of these uses. The physical implementation was equally straightforward but crucial. Over the following decade, surveyors went out and marked the future street corners with large stone monuments. This transformed the plan from paper to reality. Property owners could see where future streets would run. They could build with confidence, knowing their building wouldn't be demolished for a future street. The city could acquire rights-of-way gradually as needed. John Randel Jr., the surveyor who executed the plan, was obsessive about precision. When he realized that accumulated small errors would throw off the grid by the time it reached the northern part of the island, he wrote to the city council requesting permission to add exactly 669/1000ths of a foot to each block. That's 8.02 inches. As a pre-approved subdivision plat for an entire city, a master street plan streamlines development review. Planners don't need to evaluate each street proposal from scratch—they just check whether it conforms to the plan. If a developer wants to deviate, they need to request a variance, flipping the burden of proof. This frees planning staff to focus on other critical issues like affordable housing, design quality, and community services. They save developers time and money. When the street locations are already determined and approved, developers can move straight to building. No lengthy negotiations about street connections. No expensive studies to determine optimal layouts. No risk that a neighboring development will create an incompatible pattern. The reduced time and cost gets passed on to homebuyers and renters. They ensure connectivity. This might be the most important benefit. Without a master plan, each development is an island, connecting to existing streets but not thinking about future connections. Without a master plan, cul-de-sacs and dead ends multiply. With a master plan, every development leaves connection points for future neighbors. The street network grows organically but coherently. A disconnected network wastes land on internalized parking and buffers that contribute nothing to city life. ## From Prediction to Preparation The Manhattan commissioners thought they were planning for a thousand years of gradual growth. Instead, their grid absorbed a century of explosive development that transformed New York into the densest city in America. They couldn't predict this, but their framework was prepared for it. Master street plans represent an essential shift in thinking. Traditional planning tries to predict the future: where growth will occur, what types of buildings will be needed, which areas will be commercial or residential. This predictive planning is fragile because the future always surprises us. Master street plans prepare for the future without trying to predict it. They create a framework flexible enough to absorb whatever comes: new technologies, changing demographics, economic shifts, uses we can't yet imagine. The framework persists while everything else adapts. ## The Simple Requirements What makes a good master street plan? The requirements are simple: First, it must be precise. This isn't a conceptual diagram or a general indication. It's a legal document showing exact locations where public rights-of-way will be established. Every line represents a future property boundary that will outlive the paper it's drawn on. Second, it must be comprehensive. A partial plan is barely better than no plan. The whole point is to see how all the pieces fit together, to ensure connectivity across the entire jurisdiction. This doesn't mean the entire plan gets built at once (Manhattan's took over a century) but it all gets planned at once. Third, it must be neutral about use. The moment you start designing streets for specific uses, you lose flexibility. A 300-foot block works equally well for residences or offices. The street pattern shouldn't predetermine what goes where. Finally, it must be legally adopted. A plan sitting in a drawer helps no one. The plan needs official status so developers know they can rely on it, so the city can protect or acquire rights-of-way based on it, so surveyors can stake it in the field. ## The Lost Tool Today, master street plans are almost extinct. A few cities maintain something they call a "thoroughfare plan" or "major street plan," but these typically show only highways and arterials—the biggest streets that carry regional traffic. They ignore the local street network where most of urban life happens. Having a blueprint that shows only the main structural beams of a house, leaving builders to figure out where all the other walls should go, would give you a standing structure but it probably wouldn't function well. The consequences of this abandonment are visible in every postwar suburb: disconnected street networks that force all traffic onto a few overburdened roads, residential areas isolated from commercial services, the inability to walk anywhere, the impossibility of adding transit, the resistance to change of any kind. We abandoned the tool just when we needed it most during the greatest period of city-building in human history. The result has been expensive, unsustainable, and isolating. But the tool still exists. The principles still work. Cities that want to build places that will thrive for centuries, not just decades, can pick it up again. They can draw the picture on the puzzle box and create the blueprint. They can plan their streets—all their streets—and trust the city to grow within that permanent framework, as cities have done for millennia.
